For an installation in Peru, first establish which requirements and documents apply to the building and the proposed work. The National Building Regulations (Reglamento Nacional de Edificaciones, RNE), published by the Ministry of Housing, Construction and Sanitation (MVCS), provide an official starting source. Review must consider occupancy, history, modifications and the provisions applicable to the case.

Identify references in the project file

Starting document map
Reference Published MVCS title Review question
A.080 Oficinas (offices). Does the occupancy and intervention concern offices?
A.130 Requisitos de seguridad (safety requirements). Which requirements must be checked against design and actual conditions?
EM.010 Instalaciones eléctricas interiores (internal electrical installations). Is the systems’ electrical basis documented?
EM.020 Instalaciones de telecomunicaciones (telecommunications installations). Which communications infrastructure affects the scope?

Codes and titles help locate the documents. Applicability, versions, amendments and relationships with other provisions require validation by the technical lead. EM.020 should not be presented as a general replacement for a fire alarm standard.

Connect RNE and NFPA references

Prepare a matrix identifying the topic, requirement, source, edition or amendment, project condition and evidence. An NFPA reference must connect to the project’s approved or enforceable basis. It is inappropriate to assume all latest editions are mandatory for every existing building.

  • Identify the occupancy and whether the work is maintenance, extension, refurbishment or a change of use.
  • Gather available drawings, narratives, approvals and inspection records.
  • Identify the authority and professionals responsible for applicability questions.
  • Record differences between documents and field conditions as specific outstanding items.

Turn requirements into acceptance criteria

Agree how each activity will be verified within its scope: reviewed drawings, calculations, tests, measurements or records. A BMS interface assessment is not a comprehensive building safety evaluation. Maintenance does not replace design approval or guarantee the outcome of a Technical Building Safety Inspection (ITSE).

A decision-ready deliverable

A useful diagnosis separates verified facts, client documents, assumptions and recommendations. It includes prioritised findings, missing information and responsible owners. Depending on scope, documentation may require a registered engineer’s signature and authority validation. Consult official publications and updates before reaching a regulatory conclusion.

How BBS organises the work

  1. Initial assessmentInventory, fault history and criticality.
  2. Intervention planScope, permissions, owners, contingency and acceptance.
  3. Execution and testingChange control and verification of authorised interfaces.
  4. Handover and follow-upEvidence, validated results and outstanding actions.
